What is Market-Wide Half Hourly Settlement (MHHS)?

Climate change presents the world with a challenge to urgently protect our planet, our economy and our populations. In the Energy White Paper ‘Powering our Net Zero Future‘ the UK government has set out an ambitious programme to build a fairer greener energy system and one of the cornerstones of this is Market Wide Half Hourly Settlement lead by Elexon. The move towards a smarter, more data driven electricity grid will offer consumers the opportunity to respond quickly to energy efficiency initiatives as well as offering transparency and potential cost savings. 

Historically, the energy industry has referred to electricity supplies as either non-half-hourly (NHH) or half-hourly (HH) depending on the way that they are metered and therefore billed or ‘settled’. Traditionally, NHH has been used for domestic and small business energy consumers, where energy usage is estimated based on standard profiles rather than actual consumption patterns. This method, although widely accepted, lacks the precision needed to reflect real-time energy use, often leading to inaccurate billing and inefficiencies in energy distribution.

In contrast, HH settlement uses actual consumption data, recorded every 30 minutes, to determine energy charges. The rollout of smart meters has been a crucial enabler of this transition, as these devices provide the granular data needed to facilitate HH settlements. With this approach, consumers are billed based on their actual half-hourly energy consumption, making billing more accurate and reflective of usage patterns.

The UK Government has set a target of having all supplies migrated to HH billing or settlement by December 2026 . This represents a significant evolution in the way energy usage is recorded, billed, and managed in the UK energy market and will undoubtedly bring challenges.

For consumers, this shift means potentially lower bills as they gain more control over their energy consumption. By understanding their usage in real time, businesses can adjust their behaviour to use energy during off-peak times when tariffs are lower. For energy suppliers, HH settlement helps balance supply and demand more effectively, reducing grid strain and enabling better forecasting.

The transition is a pivotal move towards a smarter, greener energy future, paving the way for more dynamic pricing models, increased competition, and a more sustainable energy system. It also empowers consumers to make informed energy decisions, ultimately leading to more efficient energy usage across the board.
